Jeffrey L. Russo, age 62, of Lakota, North Dakota, passed away surrounded by family on August 12, 2026.

Jeff was born on March 1, 1964 to the Stitely family and was adopted by Lawrence Russo and Lillian Russo.

Jeff joined the United States Army in 1981 and proudly served for four years. During his military service, he met Penny, and the two were married in 1984. Together, they raised their two daughters until 2000.

In 1986, Jeff settled in Lakota, where he owned and operated a family restaurant before later acquiring a local bar. Lakota became home to Jeff, and he devoted much of his life to serving and giving back to the community he loved. He was an active member of the American Legion and volunteered with the local fire department and ambulance service. He later served as Mayor of Lakota.

In 2001, Jeff married Rhonda, and together they blended their two families. Jeff embraced his role as husband, father, stepfather, and grandfather, creating a family filled with love and connection.

Jeff continued his military service by joining the North Dakota Army National Guard in 2002. He served honorably until his retirement in 2020.

Jeff is survived by his wife, Rhonda; his two daughters, Kristin and Cindy; his four stepchildren, Aaron, Shane, Ryan, and Taylor, his four grandchildren; Jada, Karter, Chloe, and Hudson. He also leaves behind his beloved dog Foxie, several brothers and sisters; and countless friends and members of the Lakota community who were fortunate to know him.

Jeff's life was defined by service—to his country, his community, and his family. He will be remembered for the many ways he gave of himself to those around him and for the lasting impact he made in the Lakota community.

Burial with military honors will be held at the North Dakota Veterans Cemetery in Mandan, North Dakota at 2:00 p.m.on Tuesday, August 18, 2026.

In lieu of flowers, memorial donations may be made to either the American Legion or to the Lakota Ambulance in Jeff's memory.
